SPRWS (formerly known as the St. Paul Water Utility) has owned the water distribution system infrastructure in Maplewood since 1997, when Maplewood became a member of the Board of Water Commissioners.
This permanent partnership also initiated the billing of Maplewood sanitary sewer charges by SPRWS based on water usage. Prior to July 1997, sanitary sewer was billed quarterly by Maplewood on a flat-rate basis.
Since 1997, SPRWS has been billing residential properties for sanitary sewer on the volume of water consumed, which is based on water usage during the winter quarter. Consequently, homeowners are not charged sewer fees for water used on lawn and garden care during the summer months.
Winter quarter water consumption is an equitable basis for sanitary sewer charges for the entire year as it is based on the assumption that all the water entering your home in the winter will ultimately go into the sanitary sewer system.
