3M Company is proposing to demolish an existing parking ramp (including 1,556 spaces) and construct a new 4-level parking ramp in the same location. The new ramp includes 1,866 stalls. The project will also include an adjacent surface parking lot. Minnesota Rules 4410.4300 Subpart 14(B) requires an Environmental Worksheet Assessment (EAW) for this project based on the size of the proposed ramp.
After the completion of the EAW process, 3M will be required to receive design approval from the city before construction can being on the new ramp.
The City Council found on October 24, 2016 that the EAW declares a negative need for an Environmental Impact Statement.
The parking ramp will be demolished in phases and rebuilt. The first phase of the demo has begun. The construction of the new parking ramp requires design review and will go before the CDRB on March 21, 2017.
